Jennifer Sproul
Chair
Jennifer Sproul is the president of the Maryland Center for Construction Education & Innovation (MCCEI), a workforce intermediary whose mission is to develop, promote, and connect career opportunities in the built environment. With 21 years of experience in the construction industry, she recently served on the national board of the National Association of Women in Construction (NAWIC) as the Northeast Region Director. She is a passionate advocate for women in the AEC industry and for promoting careers in the built environment to our youth. -
Erin Finnegan-Smith
Director
Erin Finnegan-Smith is the Director of Workforce Development for Associated Catholic Charities of Maryland. She oversees workforce development initiatives and programming across the agency's 80 programs, as well as career pathing and upskilling internally. She believes strongly in the power of non-traditional pathways to careers and opening doors to opportunities that were previously closed. She is a subject matter expert in the area of nontraditional apprenticeships and has experience on a local and national level, operating an apprenticeship intermediary.

Our Legislative Consultant is Leonard Lucchi Esq., with O’Malley, Miles, Nylen, & Gilmore Attorneys at Law. Mr. Lucchi has over 30 years of experience in advocacy, lobbying, and policy work. He is an accomplished advocate for business owners, manufacturers, unions, and City & County governments. His work benefits both employers & manufacturers and people alike. -
Adrienne Andrews
Executive Director
Adrienne Andrews brings over 20 years of leadership experience in nonprofits and government agencies, focusing on community engagement and workforce development. Born and raised in Youngstown, Ohio, Adrienne developed a passion for workers' rights and public service early in life, inspired by her family's involvement in labor unions and public sector roles.
Adrienne most recently served as Deputy Chief of Staff for Strategic Engagement at AmeriCorps, where she managed key external partnerships to advance agency and Biden-Harris Administration goals. Her leadership of the Strategic Engagement team within the CEO’s office included overseeing Communications, Government Relations, Public Engagement and the 30th anniversary of the agency.
Prior to her government service, Adrienne dedicated 17 years to Notre Dame Mission Volunteers, ultimately serving as its Executive Director. During her tenure, she modernized systems, implemented data-driven decision-making practices, and expanded operations internationally. Her change management initiatives ensured a smooth leadership transition and set the organization up for continued success.
Adrienne holds an MBA from Loyola University Maryland, a certificate in leadership from Duke University, and a bachelor's degree from Case Western Reserve University. Her diverse experience in nonprofit management, government relations, and community engagement positions her well to contribute to Maryland's workforce development initiatives through her role with the Maryland Workforce Alliance.
